Do the club see Hoever as ready to provide cover for next season and if not is there any interest from teams in taking him on loan?

Everyone buys the league except Leicester. PSG, Barca, Real, Bayern, Juve all buy the league. It is just we have spend the money and can't buy the league.

I think that its much more than buying success, you have to bring in the right players, city have been lucky with their midfield players, united have been unlucky with players like Pogba and silly players on huge huge wages, who only care about their pay cheque,
we bring in the right players, and its only better we will be .

Hoever is a child that needs to be allowed to develop on his own and at his own pace instead of being fast-tracked into the U 23's or cover for RB or CB even tho no one has a clue as to how he and his very young body will adapt to such huge physical demands.
