Just a change of pace. Not transfer related. I keep on seeing managers arguing with the 4th official. What impact has he got on the desicions of the reffs as I have never seen it over turned. If not what's the point of arguing with him?

The officials get together at half time and after the match to discuss everything so that is one gain. The other is that they're all miked up so the referee is getting some of what is being said and if there is an issue the 4th official and ref can be discussing it.

Or if the manager is running his mouth too much to the 4th official, the ref who has heard everything already, can come over to the sideline and send the manager to the stands.

They're just the unfortunate victims for the refs incompetence. Managers can't bollock the ref during the game so take it out on 4th official.
