Lots of talk of 3 or 5 substitutes. Could a solution be that any additional substitute to the normal 3 have to be homegrown and under 21. It would ease the argument of bigger clubs being in a position to bring on expensive signings, support players getting rests and more youngsters getting minutes in the first team.
One possible negative could be for players like Curtis Jones. Would he be substitute instead of starting knowing he could be the additional substitute.

Bad idea I think. no offence of course but the rule wouldn't work at all.

That is not a bad idea, OP. Something to think about and as ED02 has said, it is actually being looked into.

{Ed002's Note - At some point The FA are likely to look to amending the squad rules - right now for players 21 and over it is a simple 25 player max of which a maximum of 17 can be non home grown in the Premier League (it is different in European games). I would expect a transition in the Premier League to something like 13 non HG with eventually something like four being Club Developed.

Some countries have rules that say a certain number of Under 21 HG players have to be in the matchday squad. Others have limits on number of non HG starters - in Romania, Dan Petrescu had to deal with an Under 21 non-HG starter rule and substituted a youngster immediately after Kick Off.

Without doubt there is change coming.}
