Hi,
A couple of quick questions with regard to transfer mechanics.
Clubs employ scouts who will identify targets throughout the year. I assume these targets are discussed and a shortlist is agreed.
If the above is the case why do so many transfers happen so late in the transfer windows? Are any form of negotiations only allowed to take place during the window?
