A release clause is valid for the registration of the player. Liverpool cannot hold his registration until he turns 18 (July 2027).
What is possible is Liverpool are negotiating something outside of the clause to secure him in the future and hope no EU club activates it before the expiry date.
Any talk of Liverpool buying him and loaning him out as a sweetener is rubbish.

We can't legally buy him, so the release clause doesn't matter; we can only negotiate a pre-agreement to purchase when he turns 18.
