I would suggest that Hughes has been working on a number of transfers for a period of time now, talking to agents and scouts and building relationships, so it makes sense for him to follow up on these and finish the summer window.
After that finishes, I would expect him to move on to further his career. That leaves the club time to find a replacement, and give him a bedding in time until the next window in Jan.

I too would expect he will see out the summer window and then leave for his Saudi dream.
I would expect they will replace from within - Julian Ward or Pedro Marques are not exactly busy with those second clubs are they?

The purported targets he's been negotiating for are Wharton, Dumfries & Koopmeiners.
Frankly, if that's the best he can do, then he should be sacked immediately.

Spot on, @Scouse and @Chewy. If Hughes is gonna go, then he should stay well away from doing transfers.
And the fact that some are getting giddy over a potential Dumphries arrival is kind of a microcosm of our expectations from the club after a truly horrendous season.

So, folks are suggesting we should go into the summer window without a sporting director who's been working on moves for months? That would effectively mean that we will sign nobody. Unless you mean that we get a coach in, ask him who he wants, and just have somebody (not sure who) try and sign them.
