How can they possibly have 41 players in the squad... they added 6 already this summer?

Because they don't care. In previous seasons, that have had a big bunch of players (bomb squad) that they could not register for competitions and they have been made to train separately away from the first-team squad.

Why do players fall for this? Joining Chelsea with a reputation for letting players rot. Wages can't be that good or they would end up with FFP problems.

Because when they breach financial regulations they get away with a trivial fine and no other sanction.
Authorities have no teeth when it comes to sanction clubs with expensive lawyers.

Delap of Southampton previously? I seem to recall he looked decent a couple of seasons ago. Who knows if he has developed or not with Chelsea, and what player he is now?

It was a £10m fine last week, wasn't it? Their annual 'start the pre-season with a massive fine' starting point. They escaped a transfer embargo by the skin of their teeth too.
They are just a body shop. Bring in the youngsters and then pass them on at regular intervals.

I don't know how, but the rules really shouldn't allow Chelsea to do what they do.
It's another form of player welfare, and I feel like these moves are harmful for the careers of many of the players who end up at Chelsea.
{Ed025's Note - is this really about player welfare Faith?, or the fact that they could be challenging for top 4 with the Reds, just asking for a friend mate.. :)

Can't be that difficult to stop it, just limit number of players on the wage bill. If you breach it, you lose points.

At some point, we need to have a salary cap system similar to what happens in American sports.
Their salary caps aren't based on club earnings, they're based on league earnings, so everyone gets the same cap, and it can't be artificially increased by clever accounting.
