Interesting to hear klopp say jota been on his list for a few years. I sense its just confidence boosting or we really ain't got a clue who he wants.

No, I believe it. Its his job, probably knows something about rvrty player in every top team. Jota really stood out for me at wolves. It was him Neves and Jiminez imo.

Liverpool as a club must scout dozens of players every season, I’m sure Jota was on the radar of most of the top clubs.

OP according to Ljinders, he played against Jota during his time in Portugal so better believe that if Pep was that high on Jota years ago, Klopp was already aware and clearly impressed with him way before this season.
