Chelsea’s “winning identity” was obtained through a squad of outstanding players, themselves obtained through unearned wealth of still-as-yet indeterminate origin.
With the wealth gone, Chelsea, to no one’s surprise, have reverted to what they had been for decades before - a somewhat competitive London club that had it in them to win the occasional honours and no more.

Regardless of off the pitch finances you only have to watch Premier League years back to see what an outstanding side Chelsea were on that pitch, also throw in some of Fergies Utd’s and Wengers Arsenals and credit where credit is due.
The premier league is regarded as the best in the world based off those 3 sides. Watching it these days a you have to wonder what the states are of other leagues if this is the best one.

Chelsea’s wealth hasn’t gone they’ve opted for a different recruitment system and opting to buy young and up and coming talent. All will have potential sell on values. I’m not saying it’s the correct system, but they’re far from poor.

Different trying to win things with men like Drogba, Cech, Terry, Carvalho, Essien and Lampard to trying it with relative kids like Garnacho, Colwill, Caicedo (essien would have had him for breakfast) Pedro, Enzo. Chelsea aren't bad now but their great sideswould have absolutely smashed them.

You can apply the same logic to City. Chelsea had very good to outstanding teams cos the finaces they got allowed them to do so. Same applies to City in 2008.
Chelsea like someone said, still have dough and can spend it on whoever they like IF need be. What they won't do now is spend it on ready-made stars as a choice. This is why Osihmen was "ignored". He wasn't. Osihmen wanted 400k or 10m a year) off the rip and the board told his agent to go pound sand.
They now sign younger players to develop further. Again, that is a choice and them not winning is a bye-product of that choce. Just my opinion.
